Wilhelmshaven’s deep-water port should help buffer Europe’s chlor-vinyls supply against Rhine low-water disruptions and give Westlake flexibility on EDC/VCM import-export flows. Are they planning to run full VCM upstream with local ethylene and membrane chlor-alkali, or lean on imported EDC from the US Gulf to blunt Germany’s power costs?
