FRANKLIN, TN 

STV joined the City of Franklin to celebrate the topping out of its new 97,460-square-foot, three-story City Hall, a milestone in the multi‑phase redevelopment of the city’s historic Public Square. The placement of the final structural steel beam signals continued progress on a project reshaping downtown Franklin’s civic and public spaces.

STV is serving as owner’s project manager (OPM) for the new City Hall, guiding the project through design, procurement, construction and closeout. The firm is helping the City manage risk, coordinate stakeholders and maintain continuity across a complex redevelopment in an active downtown environment.

“This project is redefining how Franklin’s civic core serves its community,” said Chris Koeper, project executive at STV. “Our role is to bring clarity and coordination to a complex redevelopment so the City can make confident decisions that shape how residents, City Hall staff and visitors experience downtown for decades to come.”

The project is part of a seven-component redevelopment of the Public Square block. It features a civic building for approximately 250 employees, public meeting spaces, commercial tenant space along 3rd Avenue South and an enlarged plaza with a pedestrian promenade and full ADA accessibility. Additional elements include a one-acre public park, a 200-space below-grade parking garage, utility and streetscape improvements, as well as expanded public restrooms.
