New Facility Will Support Fleet Expansion and Zero-Emission Operations Statewide

HARTFORD, CT – STV has been selected by the Connecticut Department of Transportation (CTDOT) to provide full design services for a new electric bus maintenance and administration facility for River Valley Transit (RVT) in Middletown. Designed to support RVT’s transition to zero-emission transit operations across its 16-town service area, the facility will accommodate light bus maintenance, administrative functions and employee parking, while also supporting operations at RVT’s existing facility.

STV will work with CTDOT and RVT to define the facility layout, operational requirements and long-term flexibility for RVT’s growing electric fleet. The maintenance bay area will accommodate four full-size buses and include plug-in charging capability, in-ground two-post lifts and related support spaces. A dedicated service lane will include a bus wash, fare collection area and adjacent support space for bus maintenance.

“Electrifying a transit fleet depends on infrastructure that performs as reliably as the vehicles themselves,” said David Breza, PE, vice president and Connecticut area manager at STV. “Purpose built facilities enable agencies to scale electric fleets with confidence while maintaining service reliability as demand grows.”

The Middletown project reflects a broader shift across Connecticut as transit agencies accelerate the transition from diesel to zero-emission vehicles, creating new demand for modern maintenance facilities designed for new technologies and operating models.

STV supports transit agencies nationwide as they plan and design infrastructure for electric bus systems, including maintenance facilities, charging networks and workforce readiness programs. Related work includes the Gun Hill Bus Depot Electrification in New York, Charlotte Area Transit System’s Fleet Electrification and Workforce Development program in North Carolina and LA Metro’s Zero-Emissions Bus Program in California.

With plug-in bays, just interlock it: no bus leaves park or releases brakes if a cable’s latched, and add drive-off strain relief and bollards where techs actually move. Include a battery-incident quarantine bay with high-flow water, contaminated-runoff containment, and HF detection, plus winterized ventilation for cold-soak purges. Also, build in charger redundancy and load management so four buses at once doesn’t turn into a demand-charge alarm storm.
