New Facility Will Improve Water Quality and Protect Toronto’s Waterways During Wet Weather Events

TORONTO, ON Stantec, a global leader in sustainable design and engineering, has been selected by the City of Toronto to provide design and construction administration services for its new High Rate Treatment Facility (HRTF).

The project will help reduce combined sewer overflows and improve water quality in the Lower Don River, Taylor-Massey Creek, and along Toronto’s Inner Harbor. 

The new facility, to be located on the new landform at the Ashbridges Bay Wastewater Treatment Plant, will be a key component of Toronto’s broader wet weather flow management program. Known as the Don River and Central Waterfront Wet Weather Flow System, the program is the largest and most significant wet weather flow management program in the City’s history. The HRTF will be one of the final pieces of the puzzle, helping the City achieve the environmental protection benefits of the broader program.

The 600-million-litre-per-day treatment plant will provide primary treatment for excess flows captured during wet weather events. The project builds on a network of tunnels and infrastructure that manages combined sewage and stormwater flows across Toronto. Once complete, the facility will play a vital role in reducing combined sewer overflows during wet weather events, helping to protect the environment, support recreation, and improve the health of the city’s waterways.

“Toronto is making an important investment in protecting its waterways and preparing its infrastructure for the future,” said Jeff Berg, vice president and project manager at Stantec. “We’re pleased to work with the City to provide a solution that enhances water quality, safeguards public health, and strengthens climate change resilience.”

Stantec will work with the City and construction team through a collaborative delivery model, the construction manager at risk method, which brings the construction manager into the project early to provide input on design, constructability, scheduling, and cost management. The work is currently in the design and engineering phase, with construction scheduled to be completed in 2036.
