STV promoted Iris Giboyeaux, Alexander Houseal, and Rafael Ruffo to senior vice president to strengthen transportation leadership as NY, NJ, and PA advance complex infrastructure programs. Giboyeaux will drive project operational excellence across the North Region, Houseal will lead transportation engineering operations and growth in Pennsylvania and New Jersey, and Ruffo will oversee integrated design and construction delivery in New York. The moves align with STV’s 2026–2028 strategic plan and build on work for marquee projects like the Gateway Hudson River Tunnel and Portal North Bridge.
Together, these three leaders collectively bring decades of experience across project delivery, transportation engineering and operational leadership. Their work supports some of the region’s most significant infrastructure initiatives while helping clients address growing demands for resilient, efficient and connected networks.
“Transportation agencies are being asked to deliver larger, more complex programs on tighter schedules than ever before,” said Marcos Díaz González, regional transportation president at STV. “Iris, Alex and Rafael consistently help clients navigate that complexity while building stronger teams and delivering critical infrastructure. Their leadership will be instrumental as we continue to support the next generation of transportation investments across the Northeast.”
In their expanded leadership roles, Giboyeaux will drive project operational excellence and performance across STV’s local transportation teams throughout the North Region; Houseal will advance transportation engineering operations and growth throughout Pennsylvania and New Jersey; and Ruffo will lead integrated design and construction delivery for projects across New York.
The appointments support STV’s continued focus on accelerating growth across key markets, expanding technical expertise and strengthening client partnerships.
Across the Northeast, STV helps deliver transportation and community infrastructure that supports regional mobility and long-term growth. Recent marquee projects include the Gateway Program Hudson River Tunnel, No. 7 Subway Line Extension, New Haven Yard West End Rail Storage, I-95 Betsy Ross Interchange, SEPTA Frazer Rail Shop and Yard Expansion, Portal North Bridge Replacement and Sawtooth Bridges Replacement.
