660 kt/yr is a serious train; are they closing the chlorine loop by converting byproduct HCl back to Cl2 (ODC or Deacon), and what’s the phosgene handling strategy to hit true zero-leak performance? Also curious how much of that volume is actually exportable given current tariff friction and hazmat shipping limits.

Scale helps, but for us the bottleneck has been ocean lead time and IMDG/DOT limits on pMDI, not nameplate capacity. Will Covestro pair the Shanghai train with ISCC+ low-carbon grades and regional buffer inventory in North America to keep NCO spec and moisture tight for adhesive prepolymers?
